In some countries, cellular providers are required to unlock your cell phone after your contract expires. Of course, you can buy unlocked cell phones to begin with and then activate them with the wireless carrier of your choice.

What does jailbreak mean?
In a nutshell, jailbreaking (or rooting, as it’s known in some circles) is a way of removing restrictions your mobile carrier (Verizon, AT&T, and so on) put on the phone to prevent you from being able to do certain things with it. The reasons for these restrictions can vary depending on what they’re meant to block you from doing, but the thing they have in common is that they prevent you from having complete control over your phone. This can be a good thing in a lot of cases (such as keeping malware from gaining access to stuff they could use to cause serious damage), but also inconvenient in others.
When you jailbreak your phone, you’re giving yourself the ability to do all the things you had previously been locked out of doing.
